This was a closely-fought contest! The judge, Brian Laws, judged an interesting way using three parts -

a) How good is the original picture?

b) How good is the conversion to make it look like a painting?

c) What is the resultant overall effect?

 

Using this model, he was lavish in his praise for some of the pictures and critical of those which showed little resemblance to a painting.
